Exhibition Drive Reconstruction

Construction Start: Spring 2026

Expected Completion: Late fall 2026

Description: This project involves a full reconstruction of Exhibition Drive from Kensington Road to Riverside Drive. This includes upgrades to underground water, sanitary sewer, and stormwater infrastructure, as well as new pavement, curbs, landscaping, and a multi-use pathway on the North side of the street. This project will replace outdated underground infrastructure, improve the management of stormwater, improve safety by clearly defining property access points, and create a safe connection to existing active transportation networks on Riverside Drive and Kensington Road.

Construction Impacts: During construction, Exhibition Drive will operate as a one-way street with traffic flowing eastbound, from Kensington Road to Riverside Drive. Please note that businesses located on Exhibition Drive will remain open during construction, and construction will be paused throughout the duration of Old Home Week.

Sidewalk & MUPPs

The following ongoing and upcoming sidewalk & multi-use paved pathway (MUPP) projects are expected to be completed in the 2026 construction season:

  • Westcomb Crescent from Glenview Lane to Andrews Court
  • Parkside Drive from Beach Grove Road to Crestview Drive
  • Stockman Drive from Gardiner Drive to Malpeque Road, and Holl Street from Lower Malpeque Road to Stockman Drive
  • Elena Court (MUPP) from Norwood Road to the Cul-de-sac
  • Connolly Street from Queen Street to the existing sidewalk
  • Woodlawn Drive from Mt Edward Road to Maple Avenue
  • Lincolnwood Drive from Maple Avenue to Brackley Point Road
  • Rosemount Drive from Nassau Drive to Belvedere Avenue
  • Norwood Road from Friar Drive to the apartment buildings
  • Poplar Avenue from Pine Drive to Oak Drive
  • Royalty Road from Upton Road to Nanak Avenue

Street Resurfacing

Street resurfacing is a process that includes replacing worn-out asphalt on road surfaces and repairing curbs and sidewalks as necessary.

The following streets are planned to be resurfaced throughout the 2026 construction season:

  • Maypoint Road from Forest Drive to Beach Grove Road

West Royalty Community Centre Upgrades

Expected Construction Start: June 2026

Expected Completion: Fall 2026

Description: The project will include several interior and exterior upgrades to improve the safety, accessibility, and overall condition of the building.

Key improvements include replacing exterior doors at the east, west, and south entrances, installing accessible door operators at the east entrance, as well as siding, sidewalk, and roofing repairs. Interior upgrades will include upgrading the first-floor washroom to improve accessibility, ceiling repairs including the replacement of the gym ceiling, new acoustic wall panels in the gym, and various code-related upgrades throughout the facility.

Pownal Street Parkade Upgrades

Status: In progress

Expected Completion: Late fall 2026

Description: Restoration work is currently ongoing at the Pownal Parkade, located at 100 Pownal Street. This work is necessary to extend useful life of the facility and ensure it remains safe and functional for the public. The project includes repairs to areas where the concrete has deteriorated over time, as well as upgrades to the sprinkler system. While construction is ongoing, the Parkade will only be open to monthly permit holders.

Energy Innovation Hub

Status: In progress

Description: The building located at 85 Euston Street is currently being redeveloped to become Charlottetown’s new “Energy Innovation Hub”. The project is made possible by a generous land donation from Irving Oil, as the property formerly operated as a popular filling and service station for over 70 years for residents and visitors to the Island. The structure was rebuilt in the 1930s by Acadian architect Samuel Roy and is one of several similar stations built by Irving Oil across the Maritimes. The white stucco building with its distinctive turreted roof was designated a heritage property in 1997 and remained in operation as a gas station until 2008. 

The new facility will serve as a resource centre and collaboration space for advancing climate action, contributing to the City and province’s targets of net-zero greenhouse gas emissions by 2040 and net-zero energy by 2030.

The Energy Innovation Hub will feature:

  • Level 3 EV chargers for public use — the first fast chargers available in downtown Charlottetown.
  • Community meeting space with capacity for up to 50 people.
  • A bikeshare pilot project offering bikes for public rental.
  • An outdoor urban greenspace with public seating and landscaping featuring native plant species.

Heartz Hall Upgrade and Relocation

Status: In Progress

Expected Completion: Late Fall 2026

Description: Heartz Hall, located at 2 Robertson Rd, has been relocated away from St. Peter’s Road onto a newly constructed basement. The next phase of work will include renovations to restore the heritage building to good condition. The upgraded building will feature a finished basement accessible by elevator, new windows and doors, new siding, improved heating and cooling, and an accessible entrance. 

Complete
Grafton Street (from Edward Street to Wendy's Driveway and New Connection to Water Street) - Road Reconstruction

Status: Functionally complete. Landscaping is to be complete in the spring of 2025. 

Description: The first phase of the Eastern Gateway Master Plan, the complete reconstruction of Grafton Street, is now functionally complete. Key improvements include:

  • Replacement of water, sewer, and stormwater infrastructure.
  • Installation of concrete curb and gutter, along with roadway repaving.
  • Construction of a 1.8-meter sidewalk on the north side of Grafton Street and a 3-meter-wide multi-use pathway on the south side.
  • Installation of a new signalized intersection connecting the realigned Water Street to Grafton Street, approximately 150-200 meters east of Edward Street. This intersection includes a designated right-turn lane onto Edward Street.
  • Implementation of a new right-turn lane from Grafton Street onto Edward Street.

Water Street Realignment

Status: Functionally complete. Landscaping is to be complete in the spring of 2025. 

Description: The second phase of the Eastern Gateway Master Plan, the complete reconstruction and realignment of Water Street, is now functionally complete. Key improvements include:

  • Replacement and upgrading of water and stormwater infrastructure, including two 1.5-meter-diameter storm lines along the realigned section of Water Street to mitigate flooding in the area.
  • Installation of concrete curb and gutter, along with roadway repaving.
  • Installation of new street lighting along the realigned section of Water Street.
  • Construction of a 3-meter-wide multi-use paved pathway extending from Grafton Street, along the new roadway on the east side, to the boardwalk at 220 Water Street (Lawtons Drugs).
