The Planning and Heritage Department consists of two distinct sections: one focusing on Planning Policy and Heritage and the other on Development Planning. The department is responsible for managing the city's growth through community planning, sustainable development strategies and land use regulation. Its key responsibilities include issuing building permits, creating development agreements, and ensuring that crucial policy documents, including the Official Plan, the Zoning and Development Bylaw, and the Heritage Preservation Bylaw, are up to date, aligned with best practices and incorporate strategies that address global developmental challenges.
Additionally, the department plays a crucial role in enforcing the Zoning and Development Bylaw and conducting inspections. Beyond its regulatory functions, it is instrumental in preserving and enhancing the city's heritage assets. The department aims to create a vibrant, healthy, livable community by guiding development while honouring the city's heritage.
Staff members support residents, builders and developers by assisting with zoning inquiries, design reviews and permits. Moreover, the department administers incentive programs aimed at encouraging heritage preservation. In collaboration with diverse stakeholder groups, staff also contribute to urban development initiatives that align with the City’s broader strategic objectives.
