Members Of Council

Charlottetown City Council is comprised of a Mayor and ten councillors representing 10 wards within the city. The Mayor is elected at large and Councillors are elected by ward with elections held every four years. 

Below are short biographies of the Mayor and members of City Council, including their contact information.

Mayor Philip Brown was born and raised in Charlottetown, one of nine children of Eddy and Babe Brown who operated Eddie Brown’s Transport & Crane Service. He graduated from the University of Prince Edward Island in 1981 with a Bachelor of Arts in History, followed that with two years in Quebec studying French, and completed his Bachelor of Education in 1987. He taught for 28 years at the elementary level and works with the family business as a business accountant and public relations officer.

Mayor Brown has volunteered on many boards and committees through the years, including the Charlottetown Minor Hockey Association, UPEI Board of Governors, and the Charlottetown Legion Executive.

He served two terms on Charlottetown City Council from 2001-2006. One of the highlights during his term as Councillor was the development and construction of the Bell Aliant Centre.

Mayor Brown was first elected in 2018 and re-elected in 2022.

He is married to Lori Devine, and they have a daughter, Emma Louise, and a son, Alec.

They love calling Charlottetown their hometown.

Alanna Jankov – dog lover, runner, and champion of culture – is in her second term as City Councillor for Ward 1.

A longtime resident of Charlottetown, Alanna is a devoted advocate for small business and the arts and cultural sector.

Alanna’s role in local governance allows her to continue fostering the diversified success in the City of Charlottetown. Her voice is authentic, and she is passionate about the City.

She has held key positions on volunteer boards including the Women’s Network of PEI, the PEI Family Violence Prevention Service, Music PEI, CARFAC (Canadian Artists Representation), Vision 2050, Downtown Charlottetown Inc., and the Canadian Capital City Commission board.

Alanna is a former small business owner, past CEO of The Guild, and a substitute teacher in the Public Schools Branch of Prince Edward Island. She is graduate of Holland College and was awarded the first Distinguished Alumni award from the College in 2009.

Alanna has received the Cultural Industry Award from The City of Charlottetown and the President’s Excellence Award from Downtown Charlottetown Inc. She is also the City’s reigning pie-eating champion.

A proponent of environmental sustainability, Alanna can often be seen running, walking, cycling, or riding her electric scooter around the city. A firm believer that a healthy body leads to a healthy mind, she is an avid runner, having completed seven full marathons, including the Boston Marathon.

While culture is a top priority, Alanna also has a passion for a variety of social justice issues. She works to provide individuals and communities the opportunity to showcase their talents and strengths. Her determination to be inclusive and representative has helped support a diverse cross-section of Charlottetown’s residents, including people with disabilities or differing abilities, Indigenous peoples, newcomers to Canada, women, youth, and seniors. She is also a vocal supporter of PEI’s 2SLGBTQIA+ community.

Her goal as Councillor is to work hard at developing more creative options for people who want to live, play and visit Charlottetown while maintaining the integrity of the city’s heritage.

Alanna continues to believe housing, alternative energy sources, increased pedestrian- and bike-friendly transportation initiatives, and improved governance are all key issues the City must continue working hard at addressing.

Alanna lives, works, and plays on Mi'kma’ki, the traditional territory of the Mi'kmaq people, original stewards of this land. She lives with her husband, Steven McLean, and their three dogs in a renovated home in Charlottetown. She has two adult children, Martina and Martin.

Justin Muttart has lived throughout Parkdale and Sherwood for the past 40 years.

For the past 22 years, Justin has worked in the public sector as an IT professional. Through his work and experiences, Justin brings a great deal of leadership and knowledge to his position as City Councillor for Ward 2.

Justin has coached minor hockey and baseball for several years, has served on the Sherwood Home & School Association for five years, and is an active parent representative for the new Sherwood School Build Planning Committee.

For the past seven years, he has volunteered with the Sherwood Parkdale Rural Minor Hockey Association, where he holds the position of President.

Justin lives on MacArthur Drive with his wife Vanessa and their two
children – Nathan (13) and Paige (11).

Norman is a proud, lifelong resident of Ward 3 Brighton. He worked as a French Immersion classroom teacher at Birchwood Intermediate School for 17 years, then accepted a position as vice-principal at Stonepark Intermediate School in September 2003. In September 2007, Norman assumed the role of Principal at Stonepark, a position he maintained until his retirement in June 2019.

A sporting enthusiast for his entire life, Norman’s passion for sports continues to this day. Whether it’s golfing, biking, or swimming, he takes every opportunity he can to maintain an active, healthy lifestyle.

Norman has also been involved in broadcasting hockey games for the UPEI Panthers as well as the Charlottetown Islanders.

Norman has been heavily involved in his community over the years, volunteering as a minor hockey coach for over 15 years, with the Canada Winter Games, as well as other community organizations including Meals On Wheels, and the Canadian Red Cross.

Norman and his wife Sharon live in Charlottetown. They have two adult children, Colin and Ellie.

Councillor Mitchell G. Tweel - Ward 4 Councillor Mitchell Tweel

Councillor Mitchell Tweel was born and raised in Charlottetown and works in the family businesses.

He was first elected to Charlottetown City Council in October 1994 and was re-elected in the subsequent elections, including the recent 2018 municipal election.

Councillor Tweel earned his Bachelor of Arts degree and diploma in Public Administration from the University of Prince Edward Island and took the law, politics, and jurisprudence program at St. Mary's University.

Councillor Tweel's public and community service includes being chairperson, president and member of various organizations as well as a volunteer in fundraising initiatives. Councillor Tweel's leisure time is spent enjoying weight training, football and music.

Councillor Kevin Ramsay has been a resident of Maplewood Crescent in Charlottetown for 40+ years.

He has been both coach and administrator for a number of minor sports organizations for decades. In 2013, he received a citizen's award from the City of Charlottetown for his community service over the past 32 years, as well as his involvement in many major sporting events hosted in Charlottetown.

Councillor Ramsay and his wife, Cheryl, have three children, Stephen, Ryan and Michelle. They also have four granddaughters, Kate, Callie, Claire, and Meara.

Bob Doiron has been the Councillor for Ward 6 for the past eight years.

Councillor Doiron is a lifelong resident of Sherwood, attending Sherwood Elementary School, Stonepark Intermediate, and Colonel Gray High School. He then attended the University of Prince Edward Island and graduated from Holland College’s Atlantic Police Academy in 1997.

Councillor Doiron has been active in the community, coaching and managing a variety of minor soccer and hockey teams throughout the years. He is a former member of the Sherwood Parkdale Metros and Charlottetown Islanders Hockey Clubs, having won an Allen Cup in 1991 with the Islanders.

He is a retired Corporal of UPEI’s Security and Police Department and now spends his leisure time with his wife, three children, three grandchildren, and three dogs.

Councillor Doiron currently lives on Cedar Avenue with his wife Lori.

Councillor John McAleer (he/him) - Ward 7Councillor John McAleer

John McAleer grew up on Queen Street in Charlottetown and attended the University of Prince Edward Island, earning a Bachelor of Business Administration degree in 1981.

He was a Chartered Financial Planner, recently retiring after a lengthy career as a Financial Advisor with Sun Life Financial. Councillor McAleer feels his extensive experience as a financial advisor will provide insight into the importance of fiscal responsibility and planning for the future.

Councillor McAleer has also held a variety of positions with several community organizations, including Past President of the UPEI Alumni Association, Past President of the Charlottetown Minor Hockey Association, and as a previous board member of PEI Crime Stoppers.

He is currently a board member with Big Brothers Big Sisters PEI. In his spare time, Councillor McAleer enjoys playing squash and golf, running, cycling, and reading. He loves watching hockey and football and considers himself an overall sports enthusiast.

Councillor McAleer and his wife Camilla live on Kennedy Drive in West Royalty. They have two adult sons and a daughter-in-law living in Halifax.

Trevor MacKinnon grew up in eastern Prince Edward Island, attending Morell Regional High School and later earning two diplomas from Sir Sandford Fleming College in Ontario – Forestry & Parks and Natural Resources Law Enforcement – before returning to PEI.

This is his first term as a City Councillor, and he looks forward to working for the betterment of Charlottetown and its residents.

Volunteering is important to Councillor MacKinnon. He is a volunteer member with the Special Olympics’ Law Enforcement Torch Run and the Charlottetown Community Fridge, is active in the church with the Knights of Columbus and has been a volunteer firearm safety instructor for the past 22 years.

Councillor MacKinnon and his wife Debbie raised two wonderful children, Jessi and Kelsi, and currently live with their two dogs and two cats in Ward 8 – Highfield.

Councillor Julie McCabe is a longtime resident of East Royalty, where she lives with her husband Chris and four children – Allison, Ryan, Dara and Menna.

Councillor McCabe is a school counsellor at Colonel Gray High School and brings to the position a wealth of knowledge from her work, as well as her experience as a City Councillor.

She earned a Bachelor of Arts from the University of Prince Edward Island, a Bachelor of Education from St. Thomas University, and a Master of Education in Counselling and Human Development from the University of New Brunswick.

Councillor McCabe enjoys representing her community at the municipal level and looks forward to continuing her work in the role as Councillor for Ward 9. She feels a strong strategic plan is the key factor in identifying the vision for Charlottetown.

Housing, bike-friendly communities, active transportation, and community connection are issues she considers priorities. Maintaining a balance of historic significance with a progressive lens will be an important element to her approach during her term as Councillor.

In her free time, Councillor McCabe likes spending quality time with her family and attending her children’s sporting events.

Councillor Terry Bernard has always had a passion for improving people's quality of life by working to enhance infrastructure and services within the City of Charlottetown. He has worked tirelessly to promote and secure funding for active transportation trails, sporting infrastructure such as sport fields, outdoor multi-purpose facilities, and introducing more nature trails for all to enjoy safely.

Councillor Bernard is a resident of East Royalty where he has lived for the past 30 years with his wife Sandy and their three children, Matthew, Jarrett and Kayla.

He was raised in Sherwood and attended Sherwood Elementary, Stonepark Junior High, Charlottetown Rural High School and Holland College. He currently works with the provincial government in the division of Sport, Recreation and Healthy Living.

Councillor Bernard was first elected to City Council in November of 2000. Through his involvement with the City, he has Chaired and Co-Chaired many committees.

Throughout his lifetime, Councillor Bernard has been involved in numerous roles for a variety of organizations, such as president of Charlottetown Minor Hockey Association and has coached and managed hockey and soccer teams. He also was instrumental in creating and maintaining two youth programs in his neighbourhood of Ward 10. He also is an active member in his church.

Councillor Bernard was awarded the Builder of the Year award in recognition of building, support and promotion of cycling on PEI. He was also awarded the Bruce Yeo Memorial award for outstanding contribution to municipal government in PEI.

In his leisure time, Councillor Bernard likes to golf, fish, and camp. He also enjoys woodworking and spending quality time with his family.
