The City of Charlottetown, in cooperation with Downtown Charlottetown, has a Park Free Program. Shop downtown at participating merchants and receive one hour of free street side metered parking or in one of three downtown parkades.

There are many other forms of transportation that make it easy to leave your car at home. Walk, cycle, carpool or jump on a bus for an easy and convenient way to get to your downtown destination.

Having overnight winter parking restrictions in place allows for road safety operations. Because traffic is not as heavy during the overnight hours, snow cleaning and winter maintenance can be done in a more efficient and effective way, which helps crews meet service delivery standards for snow removal.

On-street parking in the City is prohibited between 11 p.m. and 6 a.m. from November 15 to April 15 each year. These restrictions may be enforced on a discretionary basis as snow plowing and clearing or de-icing needs to take place. These parking restrictions apply to all vehicles, including those with residential parking permits. PLEASE NOTE: In addition to overnight parking restrictions, motorists should also be aware that under the Provincial Highway Traffic Act and the City Traffic Bylaw, vehicles can be removed from the roadway at any time should they be parked in such a manner that the vehicle impedes the removal of snow from the roadway.

Motorists should avoid parking vehicles on City streets during or shortly after a heavy snowfall when roadways are not cleared to the curb.

The City will strive to post information on this page to alert the public of when snow clearing, plowing and de-icing will be taking place and parking restrictions will be enforced. The onus still lies with residents to be aware of weather conditions and move their vehicles when snow clearing, plowing or de-icing may be taking place.

To avoid the risk of being ticketed or towed, the City recommends residents not park on the streets between the hours of 11 p.m. and 6 a.m. or during days in snow covered parking areas when the snow alert remains activated for snow clearing or de-icing.

In the downtown core, the Charlottetown Area Development Corporation owns and operates two outdoor surface lots with monthly spaces for rent. They are: the Confederation Landing lot (AKA Peakes Quay lot) located in front of Confederation Landing; and the Queens Wharf Lot, which is located at the bottom of Queen Street, directly across from the Delta Prince Edward. Vehicles with residential parking permits are not exempt from the winter parking restrictions.

Myth: Parking in Downtown Charlottetown is too costly

Fact: Parking in Downtown Charlottetown is more cost effective than other urban centres

Myth: It's OK to park past the time limit on the meter as long as I keep feeding it.
Fact: It's a violation of the Traffic Bylaw to park for longer than the maximum period for the meter regardless of the amount of coins deposited. The purpose of the time limits is to allow for greater turnover and maximize prime parking availability.

Myth: There is never any parking downtown.
Fact: There are 3,000 streetside parking spaces and 1,306 parkade spaces for a total of 4,306 downtown parking spaces

Myth: Parkades are only for monthly parking
Fact: Each parkade has space allotted to transient parkers by the day and the hour.

What are the hours for meter enforcement?
Parking meters are enforced Monday through Friday from 8:00 a.m. to 6:00 p.m.

What should I do if the meter I park at is broken?

If someone experiences any difficulty with a meter they should immediately report the problem by calling Charlottetown Police Services at 902-629-4041 or 629-4089 explaining what the exact issue is - there is a technician with the Public Works Department that repairs the meters on a daily basis based on the complaints received by Police Services.

How do I appeal a parking citation?
Where a dispute or problem arises about an issued violation, this may only be dealt with by Charlottetown Police Services.

In Person: Persons wishing to dispute an issued violation must go to Charlottetown Police Services, 10 Kirkwood Drive, Charlottetown.

For your convenience, dispute resolution forms are available during regular business hours in the main lobby of City Hall. The forms may be completed and deposited in the City Hall Drop Box. A review of the information will be completed and notification made with respect to review outcome.

The Drop Box is located at the Front Door of City Hall, 199 Queen Street.

How soon after issuance must I pay a parking citation?
Meter Violations shall be reduced to $10.00 if paid within seven (7) days from the date of issuance. With the exception of Disabled or Blocking Sidewalk violations, if the penalty for other violations is paid within twenty (20) days from the date of the issuance then the amount shall be reduced to $35.00. If any violation is not paid within the allotted time then a summons will be issued and the penalty may be up to the maximum indicated plus service fees, towing charges and court costs.

Where can I purchase a monthly parkade and surface lot permit?
