The City of Charlottetown is inviting professional artists from across Canada to apply for a new public art opportunity at the Charlottetown Library Learning Centre.
The City has launched a call for artists to design and create a large-scale mural on the exterior of the Charlottetown Library Learning Centre (CLLC), located at 97 Queen St. The mural will be installed on aluminum panels along the library’s retaining wall, extending from Queen Street around the corner to Sydney Street.
The selected artist or artist team will receive a commission of $12,500 (plus HST if applicable) to develop site-specific original artwork that reflects the library’s role as a welcoming, inclusive, and highly visible community space.
“Investing in public art is an investment in our city’s culture and vibrancy,” said Councillor Terry Bernard, Chair of the Economic, Tourism, and Cultural Development Committee. “This project supports artists and enhances our public spaces, positioning Charlottetown as a creative and dynamic place to live and visit.”
This project aligns with the City’s Public Art Plan, which identifies public and cultural facilities as priority locations for public art. As accessible, high-traffic spaces with strong community significance, these locations play an important role in place-making and offer opportunities to foster civic pride through community-focused artwork.
The mural is expected to be installed and painted on site by fall of 2026 and will remain on public display for 5-10 years.
The commission will be awarded through a two-stage, open competition. In the first stage, artists are invited to submit an expression of interest outlining their experience and past work. Up to three shortlisted artists or teams will then be invited to develop detailed design proposals and will receive an honorarium to do so.
There is no theme for this call. Artists are encouraged to respond creatively to the site and its connection to the surrounding community.
Artists interested in applying are encouraged to review the full call for artists, including submission requirements, eligibility criteria, and project details, by visiting the
Public Art Opportunities page on the City of Charlottetown’s website.
