City Launches Mental Health and Wellness Strategy for Employees

The City of Charlottetown has launched its first Mental Health and Wellness Strategy, reflecting an ongoing commitment to fostering a healthy, supportive workplace culture and strengthening service delivery.

“We’ve launched this strategy to better support the people who serve our community every day,” said Councillor Norman Beck, Chair of the Human Resources Committee. “Focusing on mental health, work-life balance, and access to helpful resources ensures our team is supported and ready to deliver strong, reliable service to residents.”

The strategy focuses on three key areas: awareness and education, access to support and resources, and fostering a healthy workplace culture. It is designed to reduce stigma, encourage open conversations, and ensure employees can access support when they need it.

“This strategy gives us a clear and consistent approach to supporting employees across the organization,” said Emilee MacLeod, Manager of Human Resources. “It strengthens access to resources, builds awareness, and equips our leaders with the tools they need to better support their teams.”

Key elements of the strategy include:
• Confidential counselling and support through an Employee and Family Assistance Program
• Wellness initiatives such as a staff wellness fund, learning activities, and programming for all city staff
• Training and resources to strengthen leadership awareness and support
• Targeted supports for frontline staff and first responders
• Workplace programs that promote safety, respect, and work-life balance

The strategy establishes key performance indicators to monitor progress and guide future enhancements between 2026 and 2029.

This work aligns with the City’s Strategic Plan and its commitment to being people-focused, collaborative, accountable, and safe in all areas of operation.
